Grand Theft Auto: Carcer City, one of the most ambitious projects in the GTA San Andreas modding scene, is now playable. On April 10, 2026, the team released the first demo of this total conversion, which completely replaces the game's map and story to take players to Carcer City, the fictional city where Rockstar North's Manhunt takes place.

What Carcer City is

Unveiled on GTAForums in October 2025, the project swaps San Andreas's map and atmosphere for a new city inspired by Detroit, Pittsburgh, Cleveland and other Rust Belt cities, America's decaying industrial heartland. It also includes every area from Manhunt's levels (2003). Its stated goal is a bold one: to be the biggest and most detailed 3D-era GTA city yet.

A brand-new story, set in 2001

Carcer City doesn't reuse San Andreas's plot: it has its own, darker storyline, set in 2001. The lead is Liam O'Mulligan, a former detective kicked off the Carcer City police almost a decade earlier who now gets by on shady jobs from old colleagues. When one of them goes fatally wrong, he's pulled into a web of conspiracies reaching from low-level crooks all the way to government officials.

He's joined by an original supporting cast:

  • Kenny Gonzales: an Innocentz henchman raised on the streets of Clarksland.
  • Ronald Murphy: a newly promoted police commander and an old friend of Liam's.
  • Adam Hanbury: a recently retired, widowed lieutenant who stays close to his former colleagues.
  • Klaus Carlsson: one of the city's most notorious lawyers, whose face is on billboards all over Carcer.

What's in the demo

This is the mod's first version: it lets you explore the world of Carcer City and offers a taste of the story. It weighs 1.82 GB and installs on top of a clean GTA San Andreas 1.0 (US version), with no other mods. You don't need anything else: the essential fixes come bundled, SilentPatch, SkyGFX and CLEO+ among them.

Who's behind it

It's a big team effort. DeadpoolMKD leads the project, with Mattineu as co-leader and Miauz as project manager, plus more than ten developers and a long list of contributors from the scene. The developers include Dryxio, the modder behind the portals between GTA III, Vice City and San Andreas, and the GTA Underground dev team is among the contributors. If new maps for the classic trilogy are your thing, also check out Upstate Liberty, which expands GTA III's map.

Our take

Few ideas fit the spirit of the classic trilogy better than a brand-new city with an original story, especially when that city is Carcer City, one of the darkest settings Rockstar North ever built. What the demo shows aims high. The only cloud is Rockstar's mod guidelines, published later, in September, which ban combining locations from different Rockstar games. Bringing Manhunt's city to San Andreas is exactly that.
